Judy Andrews Second Chance Center
The Judy Andrews Center HVAC Replacement project consisted of a complete replacement of existing heating, ventilating and air conditioning (HVAC) systems at the site’s three main educational buildings totaling 17,800 SF of floor area. Spaces include classrooms, office and administrative spaces, media center, storage, cafeteria and food preparation.

Demolition consisted of removing all existing direct expansion (DX) HVAC systems and equipment, including ductless window units, packaged DX equipment and associated ductwork, and split-system DX equipment and associated ductwork, piping, and controls. Abandoned hot water boilers and associated pumps and piping were also removed in their entirety.

A new air-cooled chiller was provided to serve zoned chilled water fan coil units (FCUs) throughout each building. New gas-fired boilers provide space heating and humidity control via hot water coils at each FCU. Each hydronic system includes redundant pumps in a primary-only configuration to limit equipment footprint and provide system redundancy. New piping, pipe specialties, ductwork, and grilles, registers, and diffusers were provided throughout the school’s three buildings.
New direct digital controls and building automation system were provided to remotely monitor and control all HVAC systems. Controls were integrated with the school district’s central building management system.
Electrical systems were provided in support of the HVAC system replacement, which included a new service panelboard, power systems to serve new HVAC equipment, new lighting fixtures in Building 1, lighting fixture relocation in Building 2 and 3,and fire alarm system integration with new HVAC equipment.
To support the mechanical upgrades the aging service entrance switchboard and mechanical panelboards were replaced. Surge protection was specified for each new panel and switchboard to improve power system protection and system reliability.
The project included a wet pipe fire sprinkler system for one of the site’s three educational buildings based on code requirements and to limit HVAC system life safety requirements (i.e. fire dampers).
All work was coordinated with the school’s operating schedule to eliminate outages during occupancy. Routing of utilities were coordinated with the existing 1950’s structure that was originally designed with no central HVAC systems.
